Tools that are used to design web pages are called web development tools. A web development tool is a software program, application, framework, library, or even online platform that you can use to design, build, test, and manage websites and web applications.

Web development can be done in different way. There are web development tools out there that are text editors, whereas, there are tools that have 'What You See Is What You Get' (WYSIWYG) interface. Such tools are called Integrated Development Environment.
